The Charges Policy of the Journal of Hematology and Clinical Research (JHCR) outlines all costs related to manuscript submission, publication, and optional editorial services. JHCR follows the Gold Open Access model, under which accepted articles are made freely available online immediately upon publication.

To maintain complete transparency and compliance with international publishing ethics, this policy clarifies what services are covered by the Article Processing Charges (APCs), what additional administrative costs may apply, and under what conditions authors may request waivers or refunds.

No Submission or Review Charges

There are no fees for initial manuscript submission, peer review, or editorial decision-making. JHCR only charges an APC after a manuscript is formally accepted for publication, following peer review and editorial approval.

Article Processing Charges (APC)

The APC covers the cost of maintaining open access publishing operations, including manuscript processing, plagiarism screening, peer review coordination, DOI registration, XML generation, website hosting, indexing submission, and long-term archiving via Portico.

Fees are standardized across regions to ensure equitable access to publication for all authors worldwide.

Optional Services (Upon Author Request)

• Language Editing: $249 – for manuscripts requiring in-depth grammar and clarity improvement before peer review.
• Figure Re-drawing: $100 – optional enhancement of images or diagrams to meet print-quality standards.
• Expedited Review: $300 – available on author request for special circumstances; decision within 3 weeks. (Subject to editor availability)

Administrative and Banking Charges

Authors are responsible for any transaction or bank processing fees associated with payments. These are typically between 2–3% of the total APC, depending on the payment method used.

Waivers and Discounts

JHCR provides partial or full waivers on APCs to support authors from low- and middle-income countries, early-career researchers, and authors facing exceptional financial constraints. Waivers are considered upon formal request prior to acceptance.

Typical waiver structure:

• 50% waiver – for corresponding authors from low-income countries listed by the World Bank.
• 25% waiver – for authors with genuine financial hardship supported by institutional documentation.
• 100% waiver – may be considered for invited or special issue articles approved by the Editorial Board.

Refunds and Cancellations

Refunds are handled according to the journal’s Refund Policy. Refunds are only considered in cases of duplicate payments, withdrawal prior to peer review, or verified administrative errors.

Once an article has been accepted and production work initiated, APCs become non-refundable due to incurred processing and archiving costs.

Exemptions and Sponsorships

Authors affiliated with research consortia or institutions having active publishing agreements with Heighten Science Publications Inc. may qualify for APC exemption or institutional coverage.

Additionally, sponsorships are sometimes provided by professional societies or conference collaborations, enabling reduced fees for themed issues.

Transparency and Ethical Governance

This Charges Policy follows the principles of transparency and best practice for scholarly publishing, as outlined by the DOAJ Principles of Transparency and the COPE Core Practices.
